Development of Monitoring Plan for EU-China Biodiversity Programme

Background

The EU-China Biodiversity Programme aims to support the Government of China in improving, managing and conserving its biodiversity. The 5-year programme started from 2006 is funded by EU, implemented by UNDP and SEPA. The monitoring unit within the Programme Management Office is developing a monitoring system to document outcomes and impacts of the programme. There are three major components under the programme, the central policy component (Programme Management Office), the field project component (UNDP-Country Office Support Unit) and awareness component (Visibility and Awareness Component). The COSU in collaboration with the PMO, will prepare a monitoring framework for the Field Projects and for their overall Outputs to the Programme. The COSU will also be responsible for implementing the monitoring framework, under which each Grantee, with guidance from the COSU, will develop its own monitoring framework. The VAC will work closely with the COSU in order to obtain information and results of Field Project. Similarly, the VAC’s activities will coordinate with those of the PMO with particular regard to stimulation of awareness in policy dialogue.

Purpose
ECBP have requested support from a consultant from China with experience in this area to assist in:

  1. Refining the structure and content of current logic framework of the programme
  2. Developing overall monitoring plan for all three components of the programme
  3. Developing monitoring plan template and associated guideline for all field projects
The support of the consultant is expected to be required at appropriate intervals over the course of the working scheduled to take five months. The precise timing will be

determined during the methodology planning phase, for which this initial consultancy support is required. A particular request from ECBP is that the same consultant should be involved throughout the study to ensure continuity and coherence.

Major Duties and Responsibilities:
The national consultant will work together with an international consultant to achieve the goal described in “Term of Reference for Development of Monitoring Plan for ECBP”.
With the help of international expert, the responsibilities of the consultant are,

  1. Draft scoping document for the mission, formulate working approach and framework for monitoring plan together with team leader;
  2. Develop and submit second draft of monitoring plan for comments from key stakeholders;
  3. Develop monitoring plan template and associated guideline for field projects and submit it for comments from key stakeholder;
  4. Visit relevant national and international project partners to verify the monitoring plan if necessary;
  5. Ensure the quality of monitoring plan template and associated guidelines for field projects.
  6. Ensure the report is in accordance with China’s policies and situation;

Qualifications required:
The consultant shall have,

  1. At least 7 year experiences in biodiversity conservation issues, especially in biodiversity monitoring and assessment.
  2. Adequate knowledge on project cycle management, logic framework analysis, project monitoring and evaluation, especially in the EU context;
  3. Substantial experiences in international cooperation, ideally in the field of environment protection, biodiversity conservation and relevant sectors in the EU context;

Period of engagement
Totally no more than 80 days in Beijing or sometimes his/her home country, from August 10th to December 15th, 2007
